Study has mixed reviews of child care ratings

Child care providers around Wisconsin are rated through a state system, and an advocacy group believes the state needs to offer incentives to improve.

The YoungStar quality system is three years old, and the Wisconsin Council on Children and Families studied the impact.

Researcher Daithi Wolfe says 62 percent have two stars out of five. He says especially for smaller providers, the costs of improving don't outweigh the benefits.

Providers have to take part in the system, in order to accept children who are in the Wisconsin Shares program. That program subsides care, so lower-income parents can work or go to school.
