Senate President Mike Ellis says he'll introduce a bill that requires people to circulate a petition in a local school district, to allow vouchers. He says they'd schedule a referendum, if organizers collect enough signatures.
Ellis says he has made it known he'll block any expansion that doesn't include those elements.
