Baldwin backs filibuster reform
It would be more difficult to delay a vote on a bill in the U.S. Senate, under a proposal that's co-sponsored by a lawmaker from Wisconsin.
Democratic U.S. Senator Tammy Baldwin of Madison is supporting filibuster reforms.
Jay Heck of Common Cause says over the past four or five years, filibustering rules were greatly watered down. He says a lawmaker used to have to read or talk about something pertinent to the issue. Now, a senator can basically do anything to avoid a debate.
The bill Baldwin supports would restore the old rules. Heck says the recent changes basically killed any bill that didn't have support from a super-majority. He says that's a big reason the Senate hasn't passed a budget in the last several years.
Heck says the Senate would promote healthy debate, by restoring the prior rules.
