G.B. superintendent raises voucher issue
Governor Walker wants to expand the school voucher program to Green Bay, and the leader of that district is raising questions about the way the state is judging success.
The state started handing out report cards to schools this year, and the governor wants to offer vouchers in districts where two or more schools don't meet expectations.
Superintendent Michelle Langenfeld says the system penalizes schools, if a certain percentage of students don't take a standardized test. She says each Green Bay school lost five to 10 points on their first report card, because the district didn't force English Language Learners to take it.
Langenfeld says it's "just plain wrong" to force students who don't know much English, to take an English language test, but that's what they had to do this year.
Langenfeld called the first report card "a pilot," and she says the department of public instruction knows that changes need to be made.
