New law limits secretary of state's power
The secretary of state lost a little bit of power yesterday, under a bill signed by Governor Walker.
Bills have to be published before they become law, and in the past, the secretary of state had up to 10 days to do that. The bill signed by the governor requires the nonpartisan Legislative Fiscal Bureau to publish them the day after they're signed, removing the secretary of state from the process.
The procedure became an issue when Secretary of State Doug La Follette used the 10 days to delay the collective bargaining law.
