Apartments operated by Father Carr’s Place 2B in Oshkosh are under new ownership. The Oshkosh Area Community Foundation is purchasing the Holy Family Villa–which houses seventy guest rooms. The foundation plans to partner with the COTS program in Appleton to operate the facility. Father Carr’s had been criticized in the past for not housing as many people as it could–largely because of drug and alcohol policies, and a requirement that residents look for work.
