NEENAH, Wis. — Neenah police release a report on their investigation into city attorney David Rashid.
Our TV partner Action 2 News secured the report through an open records request.
It shows that former Neenah City Attorney Adam Westbrook, who is also a former Outagamie County human resources director, sent an email accusing Rashid of abusing his ex-wife. Rashid was charged in April of last year with third- and fourth-degree sexual assault with domestic abuse enhancers.
According to the report, Westbrook, Rashid and Rashid’s ex-wife were clients of Jacob Boudreau, who offered dog grooming services in Menasha. Boudreau allegedly told Westbrook that Rashid was abusing his ex-wife.
Following interviews of acquaintances and others, investigators concluded that those people “did not have the greatest view of her truthfulness” and there was “no physical or even circumstantial evidence to support or disprove the allegations.”
The City of Neenah placed Rashid on administrative leave in May and conducted its own investigation. He was reinstated three months later.
Westbrook and Boudreau were convicted in connection with a separate child pornography and bestiality ring. Boudreau is serving a 15-year prison sentence, while Westbrook is awaiting sentencing on federal child porn charges.
Rashid is awaiting trial on his sexual assault charges and is due back in court for a status hearing on June 2.
