The redevelopment of the former Brin Theater site in downtown Menasha faces another hurdle. Testing reveals a greater level of soil contamination on the property along Main Street than was expected. The developers anticipate that could add another 400-thousand dollars to the project cost to haul away the contaminated soil and store it in a special landfill. In an emergency meeting last week, the Menasha City Council approved amending their development agreement for a fourth time to add another 200-thousand dollars in Tax Incremental Financing to cover half of the cleanup costs–and to pay that money before the project is completed.
